A new study commissioned by the European Commission and carried out by KPMG has raised significant concerns over competition distortions and discriminatory practices within vertically integrated rail undertakings (VIUs) operating across the European Union. The study identifies 11 such VIUs in Member States, including France, Germany, Italy, Austria and Hungary, and warns that structural shortcomings in governance and oversight threaten the integrity of the Single European Railway Area.
